In essence – anything that can be both surface or submerged in water can be utilized as a Water Borne Improvised Explosive Device or WBIED.  WBIED’s developed from those used by militants and terrorists globally, particularly during the Afghanistan conflict, where Improvised Explosives Devices are a daily occurrence.  Packaging for the IED’s range from suicide bombers with explosive vests to explosives being stuffed into dead donkeys and placed at the roadside – waiting for the right time for the device to be detonated either remotely or directly by the target.  What will depend on its success or failure as an IED would be the explosive yield / payload and the selected target.  This is no different to a device which is delivered to a waterborne target.  It could be theorized that a submerged WBIED would have more devastating effects against its target than one above the surface, this would be dependant on a number of factors.
